The Osun State All Progressives Congress (APC) Governorship Campaign Council has accused Governor Ademola Adeleke’s administration of violating the state’s Fiscal Responsibility Law by failing to publish key financial reports and alleged that the government secretly secured about ₦42 billion in commercial loans without public disclosure.
In a statement issued on Wednesday by the Head of its Media and Publicity Committee, Engr. Oluremi Omowaiye, the council said the Adeleke administration had yet to release the First Quarter (Q1) 2026 Budget Implementation Report more than three months after the statutory deadline.
The APC said Section 46 of the Osun State Fiscal Responsibility Law, 2012 requires the government to publish a summary of budget implementation within 30 days after the end of each quarter, adding that the Q1 report ought to have been released by the end of April.
The opposition party described the delay as a breach of the law, alleging that the failure to publish the report had fuelled speculation that the government was concealing the state’s financial records from public scrutiny.
The council also alleged that the state government had failed to publish the audited accounts for the 2025 financial year, contrary to the provisions of Section 45(1) of the Osun State Fiscal Responsibility Law, which mandates the publication of audited accounts within six months after the end of the financial year.
According to the APC, the failure to release the reports has prevented residents from knowing the true state of the state’s finances, including internally generated revenue, federal allocations, recurrent and capital expenditure, and other financial transactions.
The party further alleged that the Adeleke administration had been obtaining commercial loans of about ₦7 billion monthly since the beginning of the year, amounting to approximately ₦42 billion, without making the transactions public.
It claimed the funds were being warehoused for the forthcoming governorship election after alleged attempts to access local government allocations failed.
The APC also recalled the recent detention of the state’s Accountant-General, Rasheed Olalere Alabi, and the Chief of Staff to the Governor, Kazeem Akinleye, by the Economic and Financial Crimes Commission (EFCC) over alleged financial transactions.
The campaign council called on civil society organisations, professional bodies, the media and other stakeholders to prevail on the state government to immediately publish the outstanding financial reports in compliance with the law.
